The Clearwater City Council meets twice a month at City Hall at 129 E. Ross Av. The City Council meets on the 2nd and 4th Tuesday starting at 6:30 p.m. The Clearwater City Council consists of 5 Council Members and the Mayor of Clearwater. Each Council member serves a 4 year term with staggered elections every 2 years. 

The City of Clearwater has several other advisory boards and commissions:  Park Advisory Board, Planning Commission, Recreation Commission Board, Library Board, Historical Museum Board, Community Foundation Board, Senior/Community Center Advisory Board.

The Clearwater Police Department is charged with protecting and serving the citizens of Clearwater. The department enforces federal, state, and municipal laws while protecting all citizens’ civil rights.  Officers respond to calls and concerns of citizens, enforce traffic laws, and provide routine patrol of the community 24 hours a day, 7 days a week.  Mission Statement:  Our mission is the protection of life, property and the maintenance of order.  We are dedicated to a continuing partnership with the community.  We pride ourselves in assisting all citizens equally and fairly.

The Clearwater fire department is responsible for Fire Suppression, Safety and Prevention, as well as assisting Emergency Medical Services when called upon within the City of Clearwater and the surrounding area of Ninnescah Township in Sedgwick County and a part of Illinois Township in Sumner County.

The Clearwater EMS Department provides Type I advanced life support to the City of Clearwater and the surrounding rural areas of Sedgwick and Sumner County.  Clearwater EMS maintains and equips one ALS ambulance and one BLS ambulance located at the EVS building at 319 W. Ross Avenue. Volunteers are Kansas certified Mobile Intensive Care Technicians (Paramedics) and Emergency Medical Technicians (EMT) who staff the ALS & BLS units.

The EMS personnel are more than “just ambulance drivers.” They are highly trained professionals that can provide a broad range of emergency treatment including: advanced cardiac life support, advanced pediatric life support, pre-hospital trauma care, neonatal resuscitation, intravenous medications and EKG monitoring and defibrillation.

Clearwater Transportation


Clearwater is a safe, clean, family-oriented small town located just southwest of Wichita.  

Clearwater is close to many activities being located just 15 minutes from Cessna, 15 minutes from Wichita's Mid-Continent Airport, 20 minutes from Towne West Mall and New Market Square, and 25 minutes from downtown Wichita.  Yet, Clearwater has also been called the cul-de-sac to Wichita because it is located just a bit off the beaten path.

Clearwater Local Attractions/Activities

Aquatic Center

The Clearwater Aquatic Center will open Saturday, May 24th. Once school starts, the Aquatic Center is open weekends only. 

Clearwater Aquatic Center includes a 230,000 gallon pool, a large wading pool, diving board, 2 drop slides, 2 twenty foot high slides and modern bathhouse and concession area.  The pool also includes a zero entry area that one can use to walk into the pool.  A built in rail in the middle of the zero entry allows youth and seniors alike to grab onto the rail as they walk into the pool.

There is a mushroom waterfall in the large pool and two water toys in the wading pool. Even though there is several shade structures built around the pool, there is plenty of room to catch some sun on the deck surrounding the pool.  

A daily admission is $3.25 and children ages 2 and under are free.  Admissions to the evening sessions are separate from the afternoon session.  It is only $1.50 admission for the evening sessions.  Pool Memberships can be purchased yearly:  $50.00 for a single person, $150.00 for a Family Pass of 4 people. Each additional family member is $35.00. There are also Punch Cards available - 12 punches for $35.00, available at City Hall and Pool when open.

The aquatic center also has a swim team, water aerobics and adult lap swim. There are also a number of special events including the following: Family Swim Nights, Father's Day Swim, 4th of July Celebration, VIP Party, Mother's Day Swim, and a Summer Reading Party.

The Aquatic Center is available for pool parties and swimming lessons.

 

Chisholm Ridge Fishing Ponds

The Chisholm Ridge Fishing Ponds are located at Ross Ave (103rd St. S.) and Chisholm Trail at the entrance of The Chisholm Ridge Housing Development in Clearwater.  The ponds are on the east and west side of Chisholm Trail and feature largemouth bass and channel cat.  Fishing is permitted with a valid state fishing license. A City permit is not required.  The Chisholm Trail Fishing Ponds are part of the Community Fisheries Assistance 

 

Community Fisheries Assistance Program

The Community Fisheries Assistance Program (CFAP) is a cooperative program between local communities and the Kansas Department of Wildlife and Parks.  The primary goal of the program is to improve fishing opportunities at community lakes by removing fishing access barriers and providing family friendly fishing areas close to where people live.  CFAP offers anglers, who hold a state fishing license, free access to community lakes that cooperate with the program.  Currently, more than 90% of community lakes in the State of Kansas offer anglers the opportunity to visit and fish local lakes without having to obtain separate permits.  The CFAP program uses funds generated by excise taxes on fishing equipment and replaces community revenues that would have been generated by local permits and access fees.  The City of Clearwater does not require a City permit to fish on the City's lakes due to this program.  The City benefits greatly from a few of the program highlights including support for fisheries management, fish stocking and the ability to access grant funds through the State of Kansas.  For more information regarding the CFAP program, please visit the CFAP website .

 

Community Center

The City of Clearwater Community Center offers activities ranging from educational presentations, to computer classes, to trips and tours.  The Center also serves as a meeting place for the residents of Clearwater.

Hot lunches are provided to senior adults (55 and older) at the Center. You must call ahead for meal reservations.

The Center has a big-screen TV, and tables for playing cards, dominoes and many more games. Wii-games are available to be played on the large TV.

Several activities are offered at various times including quilting, knitting, Tai-Chi and exercise classes. Planning for these activities takes place on the first Tuesday of the month.

Museum/Historical Society

The Clearwater Historical Society was started in 1979. After ten years of fund-raising, the museum was completed in November 1990. Within six years, nearly 8,000 items were placed in the museum.

In the original part of the museum a "house" was created, which has 2 bedrooms, a kitchen, bath, dining room, and parlor. There are many other attractions such as: the Military Room, Summer Kitchen, Laundry Room, School Room, Doctor/Dentist Office, and General Store.

The museum is equipped with restrooms, excellent lighting, air conditioning and heating. It is handicap accessible. The museum is a great place for group tours or a quick visit.  The Museum is open on Sundays from 1:00-4:00 pm or by appointment.

Parks

The City of Clearwater maintains 52.4 acres of parks. This area includes the Chisholm Trail Sports Complex west of the current high school and the City Park on the north side of Ross Avenue between 1st and 4th Avenues. The park area consists of 8.6 percent of developed land within the City of Clearwater and 2.4 acres per 100 residents.

The City maintains three major park areas with an aquatic center, a historical museum, two fishing ponds, four baseball/softball diamonds, 3 or 4 soccer fields based on configuration, two picnic shelters, two playgrounds, horseshoe pits, restroom facilities, nature area, and walking trails.

The City Park Shelter House may be reserved for family gatherings, birthday parties, meetings, and picnics. Complete the Community Event Application and contact City Hall to reserve your date.

Clearwater – History

The original town of Clear Water began as a small trading post on the north side of the Ninnescah River and was established for Texas cattlemen who were driving cattle on the Chisholm Trail. The first settler from Ireland came in the winter of 1869. In 1872 Ninnescah Township was formed. Ninnescah is an Osage Indian name. The first part of the name means ‘water’ and the last part of the name includes clear, salt, spring, good and white water. In 1872, 40 acres of land were donated and recorded by the Sedgwick County Register of Deeds. The location of the old town of Clear Water was Section 25, Township 29, Range 2 West in Ninnescah Township. The platting established 252 lots, and the town continued to flourish when the cattle drives were at their height. The cattle drives ended on the Chisholm Trail by Clear Water in 1874 because the farmers started fencing fields for cattle.

As soon as the railroads were surveyed and the station built at the new site, currently Grant & Byers, the people of Clear Water moved and this location became the present site of Clearwater. The first Missouri Pacific train came through the new site on July 4, 1884 and the first Santa Fe train came in 1887. Emigrant families that came to the Clearwater area were Irish, German, Scotch, English, Swiss, Swedish and Danish. Clearwater began to flourish with the Wichita Eagle reporting 700 inhabitants in early 1885. Four months later the Order of Incorporation of the city dated September 1, 1885 reported, “that the Clearwater population is in excess of 2,000.”  By 1900 the population was only 304. Several factors contributed to the population decline including the drought of 1887, historic run to Oklahoma in 1889, poor crops and people moving back to Wichita and other areas.

The first school, a one-room building, was built in 1872 on the south side of Ross Avenue just west of the Missouri Pacific railroad tracks. June 22, 1884, arsonists burned the first school. The second building was built in 1885 and was two-story, four-room brick building.  The first eighth-grade class graduated in April 1895. The first two-year high school class graduated in 1902 and the first four-year high school class graduated in 1909.

The first bank in Clearwater began around 1885. A Clearwater resident did not like paying 8% per quarter interest, so in 1899 nine local men started the State Bank. They bought out the old bank at the corner of Ross & Tracy. The bank later moved into a building constructed of brick from a brickyard in Clearwater. In 1905, the Home State Bank was granted a charter and in 1928 acquired the deposits of the State Bank.

In 1910, two Clearwater residents sold their blacksmith and machine shop to give their attention to management of the first light plant in Clearwater. The light plant was located at 402 E. Ross. The lights were turned on each evening. After blinking the lights several times, the lights were turned off nightly at 9:00 p.m. and 11:00 p.m. on Saturdays. In 1912, the Council authorized Ordinance 76 for the sum of $23,000 in bonds for constructing and erecting the first water works system in the City. The first sewer system was installed in 1947, which was a Sewer Purification Plant.  United Gas Service Company brought gas to Clearwater in 1927.
